Establishes a council to advise the President on bioethical implications of biomedical advances. Council examines ethical, moral, and policy questions, facilitates public dialogue, and explores international collaboration. Comprised of non-governmental experts; supported administratively by Health and Human Services. Terminates after two years unless renewed.
