Designates Afghanistan and its airspace as an official combat zone where U.S. Armed Forces actively engage in hostilities. Sets September 19, 2001, as the commencement date for these combat operations, in line with provisions under U.S. tax code. The EO provides combat-zone benefits and tax exemptions for military personnel deployed there.
