Establishes a clear order of succession for leadership within the Department of Veterans Affairs if both the Secretary and Deputy Secretary become unable to serve due to death, resignation, or incapacity. Identifies specific officials, beginning with Under Secretary for Health and ending with Chairman of the Board of Veterans' Appeals. Excludes acting officials from succession and allows presidential discretion in designating an acting Secretary.
