Establishes a clear succession plan for leadership of the Treasury Department if both Secretary and Deputy Secretary become unavailable. Specifies officials eligible to assume authority, prohibits acting officials from succession, and reserves presidential discretion to alter succession order. Revokes prior EO from 1974.
