Establishes a clear line of succession within the Department of Labor if Secretary and Deputy Secretary become unavailable. Specifies order of senior officials authorized to assume duties. Excludes acting officials from succession. Allows presidential discretion to alter succession if legally permitted. Revokes earlier succession rules.
