Adjusts basic pay rates for various federal positions, including General Schedule employees, Foreign Service personnel, Veterans Health Administration staff, Senior Executive Service members, judges, Congress, the Vice President, administrative law judges, and uniformed service members. Implements locality-based payments. Supersedes prior pay adjustment EO.
