Establishes a Transition Planning Office within the Office of Management and Budget (OMB) to prepare for the formation of the proposed Department of Homeland Security. Tasks the office with coordinating and directing transition planning across the executive branch, and engaging with Congress on related legislation. The EO directs OMB to allocate necessary personnel, administrative support, and funding. The office terminates after one year or upon legislative establishment of the department.
