Ends the previously declared national emergency regarding the Taliban, citing changed circumstances due to successful military operations in Afghanistan. Simultaneously amends a prior EO targeting terrorism by explicitly adding Mohammed Omar and the Taliban, plus associated aliases, to the list of sanctioned entities. Clarifies existing actions or penalties remain unaffected.
