Amends existing regulations governing the security of U.S. vessels, harbors, ports, and waterfront facilities. Updates the Code of Federal Regulations to define the Coast Guard's "Area Commander" role. Clarifies enforcement authority, specifying responsibilities of the Captain of the Port, Area Commander, District Commander, Commandant, and designated Coast Guard officers.
