Establishes two military awards recognizing service in anti-terrorism operations after September 11, 2001. One medal for expeditionary service abroad, another for support roles. Regulations for eligibility set by Defense and Homeland Security departments. Clarifies relation to other military awards and allows posthumous awarding.
