Extends eligibility criteria for awarding the National Defense Service Medal to include members serving honorably in the Selected Reserve of the U.S. Armed Forces. Amends earlier provisions to explicitly encompass reserve service alongside active military duty. Clarifies language to accommodate inclusion of reserve members without restricting existing authorizations.
