Ends the national emergency previously declared due to the actions and policies of Angola's UNITA movement. Revokes prior EOs issued in 1993, 1997, and 1998 imposing sanctions and restrictions on UNITA. Recognizes significant progress toward peace between UNITA and Angola's government. Does not affect pending legal proceedings initiated under the earlier orders.
