Establishes a structured approach for timely nomination of qualified candidates to fill judicial vacancies in U.S. district and appellate courts. Directs White House Counsel to ensure nominations occur within 180 days of vacancy notification, except in extraordinary cases. Requires cooperation from federal agencies to implement the EO. Reserves presidential constitutional authority.
