Renames the President's Committee on Mental Retardation as the President's Committee for People with Intellectual Disabilities. Updates prior EO language to replace "mental retardation" with "intellectual disabilities." Expands committee membership, adding Secretaries of Commerce, Transportation, Interior, and Homeland Security. Extends committee's mandate until September 30, 2005.
