Implements the Clean Diamond Trade Act, establishing controls on U.S. trade in rough diamonds through the Kimberley Process Certification Scheme. Prohibits imports or exports of rough diamonds lacking certification. Assigns oversight responsibilities to Secretaries of State and Treasury to prevent conflict diamond trade.
