Assigns presidential authority over entry and exit procedures for non-citizens to the Secretary of Homeland Security, requiring concurrence from the Secretary of State before issuing or modifying relevant rules. Gives the Secretary of State corresponding authority over U.S. citizens' entry and exit, including passport regulations, with mandatory consultation with Homeland Security before rule changes. The EO explicitly denies creation of enforceable legal rights.
