Adjusts basic pay scales for various federal civilian and uniformed services personnel. Specifically revises pay rates for General Schedule employees, Foreign Service officers, Veterans Health Administration staff, Senior Executive Service members, executive branch officials, the Vice President, Congress, federal judges, and administrative law judges. Includes locality-based comparability adjustments. Supersedes previous EO on pay rates.
