Establishes updated pay rates for federal civilian employees, Foreign Service officers, Veterans Health Administration staff, senior executives, certain executive, legislative, and judicial offices, administrative law judges, and uniformed military personnel. Specifies locality-based pay adjustments. Effective January 2006, replacing previous year's EO.
