Establishes a three-member emergency board to investigate the labor dispute between Metro-North Railroad and its maintenance workers represented by the International Brotherhood of Teamsters. Board reviews final settlement offers from both sides, chooses the most reasonable, and submits a report within 60 days. Conditions frozen pending resolution.
