Summary
Freezes assets within U.S. jurisdiction belonging to specific individuals and entities contributing to instability, violence, piracy, or arms trafficking in Somalia. Prohibits Americans and U.S.-based groups from providing funds, goods, or services to these listed persons. Authorizes Treasury, alongside State Department, to enforce and administer the EO.
