Extends the operation of seven specified federal advisory committees until September 30, 2013, including groups on bioethics, federal labor-management relations, management advisory, historically black colleges, science policy, veterans' small business, and intergovernmental policy. Continues another public health advisory group until September 30, 2012. Also revises termination date of a financial capability council to January 29, 2013.
