Continues operation of specific presidential advisory committees until September 30, 1995, including those related to arts, humanities, international labor, occupational safety, science, exports, telecommunications, and physical fitness. Reestablishes the Council of Advisors on Science and Technology. Delegates advisory committee oversight responsibilities to agency heads. Revokes previous EOs for committees whose work concluded.
