Ordered by Richard Nixon on July 7, 1970
Establishes a new military decoration, awarded by the Secretary of Defense to officers who demonstrate exceptionally meritorious service in senior-level defense or joint military roles. Sets the medal's precedence below the Medals of Honor and Distinguished Service Crosses, yet above individual Armed Forces Distinguished Service Medals. Allows additional recognition through devices for subsequent distinguished periods; permits posthumous awards.
