Summary
Assigns civil administration of Wake Island to the Secretary of the Interior and Midway Island to the Secretary of the Navy. Grants executive, legislative, and judicial authority accordingly. Supersedes previous EOs on jurisdiction. Effective until Congress legislates otherwise or president directs termination.
