Authorizes Secretaries of the Army, Navy, and Air Force to issue presidential citations recognizing military units, including ships, aircraft, and installations, for exceptional performance in combat actions after specified dates in World War II. Includes eligible units from allied nations meeting U.S. standards. Allows cited units to display designated insignia and permits personnel involved to wear permanent uniform ribbons marking their participation.
