Reserves territorial waters and airspace around Palmyra, Johnston, Midway, Wake, and Kingman Reef islands as naval defensive areas. Restricts entry and navigation to authorized U.S. government vessels and aircraft. Grants enforcement authority to Secretary of the Navy, with penalties defined by law.
