Authorizes Attorney General to approve electronic surveillance for foreign intelligence without court order, subject to statutory certifications. Also authorizes Attorney General to seek court approval for surveillance. Designates specific senior officials to certify surveillance applications. Clarifies related prior EO provisions accordingly.
