Summary

Establishes clear hierarchy for succession at the Department of State when both Secretary and Deputy Secretary become unavailable due to absence, disability, or vacancy. Succession follows an order prescribed by the Secretary or, absent such designation, by rank and seniority. Allows president discretion to designate acting Secretary regardless of established order. Revokes earlier EO on this matter.
