Declares national emergency over chemical and biological weapons proliferation. Directs Secretaries of State and Commerce to impose export controls and pursue global agreements. Mandates sanctions on foreign entities and states involved, restricting trade, aid, and financial transactions. Sanctions remain until threat ends or interests dictate removal.
