Establishes a presidential commission to select young individuals of exceptional ability and leadership potential to serve temporarily within senior government offices. Commission sets rigorous standards, accepts nominations, and recommends candidates for presidential appointment. Selected fellows serve approximately 15 months in prominent federal roles to enhance civic understanding and leadership experience.
