Establishes affirmative equal employment policies across federal agencies, prohibiting discrimination based on race, color, religion, sex, or national origin. Requires each agency to implement affirmative programs, mandates oversight and complaint review by the Civil Service Commission, and directs periodic evaluation of effectiveness.
