Establishes rules for additional pay to U.S. personnel stationed abroad or in territories experiencing notably difficult, unhealthy, or harsh environmental conditions. Assigns Secretaries of State and Civil Service Commission responsibility to set rates, periodically review, and adjust compensation. Defines eligibility and limits payments to basic salary only.
