Authorizes Defense Department and specified agencies to enter, amend, or modify defense contracts without standard restrictions, to expedite national defense. Allows advance payments, mandates record-keeping, congressional reporting, and non-discrimination clauses; imposes limits on delegated authority and prohibits certain contracting practices.
