Directs the U.S. Trade Representative (USTR) to identify foreign trade barriers whose removal would significantly boost American exports. Requires the USTR to report these priority practices to Congress and publicly, initiate formal trade investigations, and negotiate agreements to eliminate the barriers or secure compensatory trade benefits.
