Designates the Commission for Environmental Cooperation, Commission for Labor Cooperation, Border Environment Cooperation Commission, and North American Development Bank as public international organizations. Grants them privileges, exemptions, and immunities under the International Organizations Immunities Act, consistent with NAFTA Implementation Act provisions.
