Establishes a new advisory committee within the Office of the U.S. Trade Representative to provide policy advice on trade and environmental issues. Committee members represent environmental groups, industry, agriculture, consumer interests, and non-federal governments; submit reports assessing trade agreements; serve without pay for renewable two-year terms.
