Establishes U.S. procedures to implement the North American environmental cooperation agreement under NAFTA. Assigns EPA administrator to represent U.S. interests, coordinate policies, promote transparency, facilitate public participation, consult states, and administer funds supporting trilateral environmental cooperation with Canada and Mexico.
