Sets new pay rates and allowances for federal employees, senior executives, judges, Congress, Vice President, and uniformed services. Establishes interim geographic pay adjustments. Delegates authority to specific agencies to implement adjustments. Effective January 1995, replaces prior EOs on federal pay schedules.
