Prohibits federal contracting with employers who permanently replace lawfully striking workers. Authorizes Labor Secretary to investigate, terminate contracts, and temporarily bar offending contractors from federal business. Applies to contracts above Simplified Acquisition Threshold and remains effective until labor disputes are resolved.
