Establishes uniform standards and procedures for federal employees' access to classified information. Requires background checks, financial disclosures, and nondisclosure agreements. Sets criteria for granting, reviewing, and revoking security clearances. Institutes reciprocal acceptance of clearances across agencies. Mandates employee training and oversight to protect national security.
