Continues the operation of specific federal advisory committees until September 30, 1997, including those covering White House preservation, occupational safety, educational excellence for Hispanic and African-American institutions, science and technology, arts and humanities, export policies, telecommunications security, and environmental trade policy. Assigns responsibilities under applicable laws to designated agency heads. Revokes prior orders for committees whose tasks concluded.
