Summary

Establishes the Armed Forces Service Medal to recognize U.S. military personnel participating in significant military operations without encountering foreign armed opposition or immediate hostile action. Authorizes Joint Chiefs of Staff to identify qualifying operations. Directs Secretary of Defense and Secretary of Transportation (for Coast Guard when not under Navy command) to approve medal design and award regulations. Permits posthumous awards.
