Amends earlier EO to set minimum recycled content standards for certain categories of paper used by federal agencies. Sets mandatory minimum of 20 percent postconsumer materials for various uncoated printing and writing papers, rising to 30 percent by end of 1998. Provides alternative standard of at least 50 percent recovered materials derived from non-paper, non-textile waste byproducts. Clarifies consultation role of Federal Environmental Executive with environmental council.
