Establishes the Korean Peninsula Energy Development Organization (KEDO) formally as a public international organization under U.S. law. Grants KEDO the privileges, immunities, and exemptions provided by the International Organizations Immunities Act. Clarifies that designation does not limit any existing or future rights accorded through treaties or congressional measures.
