Transfers responsibilities for managing U.S. international narcotics control policy from the Department of State to the Office of National Drug Control Policy. Specifically amends a prior EO by replacing references to the Department of State with the Office of National Drug Control Policy, to streamline oversight and improve policy effectiveness.
