Establishes a three-member emergency board to investigate labor dispute between Southeastern Pennsylvania Transportation Authority and Brotherhood of Locomotive Engineers. Requires board to report findings within 30 days. Prohibits changes to disputed conditions for 120 days. Terminates board upon completion of report.
