Delegates presidential authority under the Taiwan Relations Act to Secretary of State and Office of Personnel Management to manage unofficial U.S.-Taiwan relations through the American Institute in Taiwan. Permits flexible contracting by exempting Institute from certain procurement laws. Confirms TECRO as Taiwan's recognized U.S. representative.
