Establishes a three-member emergency board to investigate a labor dispute between Southeastern Pennsylvania Transportation Authority and the Brotherhood of Locomotive Engineers. Requires parties to submit final settlement offers, mandates the board select the most reasonable offer, and preserves existing conditions during the inquiry period. Board dissolves after delivering its report.
