Implements provisions agreed by the Council of Ministers of the Conference on Security and Cooperation in Europe (CSCE), extending specific legal privileges and immunities to designated personnel and institutions. Formally adopts the organization's new name, Organization for Security and Cooperation in Europe (OSCE), effective from January 1, 1995.
