Establishes a three-member emergency board to investigate the ongoing labor dispute between American Airlines and its pilots represented by the Allied Pilots Association. Requires the board to report findings within 30 days. Prohibits both parties from altering dispute conditions until 30 days after the board submits its report. Board terminates upon completing its duties.
